Dividir o voto negro, é pegar as regiões de maioria negra desses estados do Sul, e colocar em vários distritos… antes isso era proibido pela Lei dos Direitos Civis e entendimento da Suprema Corte dos EUA, mas agora mudou..
Tennessee é um exemplo disso, Memphis, cidade com 60% de negros, era representada por um distrito de maioria negra que pegava a cidade.. Agora a região vai ser dividida em 3 distritos, diluindo a força eleitoral deles..
E já que no Sul dos EUA o voto é racialmente polarizado basicamente, então negros votam no Dems e Brancos no Reps no geral.
